If it wasn't run for long after you put it back together and than it sat again it might just need to build oil pressure. But without hearing the noise I couldn't tell you for sure.

High resistance can cause you to have voltage with no load and no voltage with a load. Check the resistance in the wire it may have a green gremlin steeling the voltage.

The oil pump pick up is below the front out put shaft. That needs to be the lowest point so the oil can drain down.

I wouldn't recommend running the t-case in a position like that, the oil pump will not pick up the oil and it will damage the t-case.

The part number starts with a 9 meaning it stated production in 09, look at the model years it fits.

Shack: that old Rontunda is out dated, doesn't work on stuff past 2002/03ish. The IDS is the replacement for it.

You get that dulley? Look for torn Pistons, something that is going to leak pressure or smoked clutches. Hard to say without a tear down or watching the pressures while trying to shift gears.

I sold a Polairs ranger 6x6 to build my tj. It is very comparable I think. A tj will do fine in those areas.
