Default '89 Aerostar wont start

I bought this at auction, drove it home and put it in the garage and put a charger on it and now it wont start. If I spray it with starting fluid it starts for a second then dies. I checked the fuel pump (pulled it out and tested it) and it is working but it's not getting power. I also checked the inertia switch and it hasn't tripped. so now I'm at a loss. does anyone know where the pump relay is or anything else that could cause this? I have a Chilton manual but it does'nt tell me crap. (of course)

thanks for your help

start with the fuse panel then under the hood on driverside should be the fuel relay

when you turn on the key, the pump should cycle for a second or so - you can usually hear it - if not, then check under the hood as suggested - you can swap the relays around to get it to run, and figure out which is which - you can also jumper the circuit and get it to run until you get the new relay ( if that's the issue).
